Andrew Tan had an unenviable task when he took over as chief executive of the Maritime and Port Authority of Singapore (MPA) on 1 January 2014. Tan arrived at a time when the freight markets appeared dire and offshore was about to fall off a cliff.

Tan, a career civil servant who has held senior positions at various Singaporean government agencies, is under no illusions when it comes to the problems being faced by the Singaporean maritime community.
