Libya could see a return to VLCCs calling at its ports to load crude under an ambitious state-backed initiative, according to a top shipbroker.
Gibson Shipbrokers said the Libyan Seaport Authority, alongside US-based Guidry Group foundation, is part-funding construction the project in the eastern city of Susah.
